Dr. Arif Bulkan has been selected as a judge of the Caribbean Court of Justice (CCJ) by the Regional Judicial and Legal Services Commission (RJLSC). He will fill the vacancy left by Justice Winston Anderson’s elevation to president of the court.

Justice Bulkan holds multiple degrees, including a Bachelor of Laws and a Doctor of Philosophy in Law. He has extensive experience as a litigator, academic, and judge, having served on the Court of Appeal of Belize since May 2022.
He has published widely on human rights and constitutional law and has received several accolades, including the Anthony Sabga Caribbean Award in 2017.
The RJLSC received 26 applications from various countries and shortlisted five candidates for the position. Justice Bulkan is set to be sworn in as a CCJ judge in October 2025, making him the third Guyanese to hold this position.
