Labourer Fined for Refusing Breathalyzer and Other Traffic Violations

Anil Williams, a 20-year-old labourer of Guyanese Indian descent residing at Lot 18 Hibernia, Essequibo Coast, has been charged with multiple traffic offences following an incident on February 22, 2026.

Williams faced charges for refusing to consent to the taking of a breathalyzer test, contrary to Section 39(e)(5)(a) of the Motor Vehicles and Road Traffic Act, Chapter 51:02. He was also charged with being an unlicensed driver, in violation of Section 23(1) of the same Act, and for breach of insurance as stipulated under Section 3(1) of the Motor Vehicles Insurance (Third Party Risks) Act, Chapter 51:03.

On March 13, 2026, Williams appeared at the Anna Regina Magistrate’s Court before His Worship Magistrate Mr. Ravindra Mohabir, where he pleaded guilty to all charges.

As a result, Williams was fined a total of $55,000, including $20,000 for refusing the breathalyzer test with a default sentence of two months imprisonment, $10,000 for being an unlicensed driver with a default sentence of two weeks imprisonment, and $25,000 for breach of insurance with a default sentence of two months imprisonment.

This case highlights the importance of compliance with traffic laws and the consequences of violations.
