President Proposes Non-Lethal Weapons to Address Firearm License Backlog

President Dr. Irfaan Ali has proposed the introduction of non-lethal but “highly effective” weapons to support efforts in addressing the growing backlog of firearm license applications in the country. Speaking at the opening of the Guyana Police Force’s annual officers’ conference on Wednesday, he highlighted the significant volume of license appeals he reviews daily, stating the current system is “clogged.”

To alleviate this backlog, President Ali has tasked Minister of Home Affairs, Oneidge Walrond, with introducing special amendments that would allow for the use of these non-lethal weapons. He emphasized the importance of implementing a “tiered and graduated” system to manage demand more effectively while ensuring public safety.

“This phased approach will help meet the needs of everyday citizens while keeping our communities safe,” President Ali stated, indicating a shift toward more flexible and modern firearm regulations.

Currently, obtaining a firearm license in Guyana involves a detailed process. Individuals must complete an official application form and submit it along with necessary documents to a local police station, the Divisional Commander, the Police Commissioner’s office, or the Ministry of Home Affairs. The Commissioner of Police acknowledges receipt of these applications, which then undergo background checks by police units and a divisional investigation, including residence visits and fingerprinting.

The findings from these investigations are reviewed by the Police Commissioner and the Firearms Licensing Approval Board, which makes recommendations to the Minister of Home Affairs. The minister ultimately decides whether to approve or reject the license, with individuals notified in writing of the outcome. In cases of refusal, applicants have the right to appeal under the Firearms Act.

President Ali’s proposal appears to be a proactive step toward accommodating citizens’ needs while addressing public safety concerns within the firearms licensing framework.
