Committed prisoner Feroze Bhagwandin, 3617 Tuschen Housing Scheme, was found unresponsive in the washroom of building #3 at Lusignan Prison around 2:15 PM on June 28, 2025.

Bhagwandin, who was awaiting trial for murder, was discovered hanging with a clothesline rope wrapped around his neck by officers on duty. An alarm was raised, and immediate assistance was rendered.
Medical personnel at the location were summoned and confirmed that the inmate was unresponsive. The police were notified, and Bhagwandin’s body was transported to the Georgetown Public Hospital Cooperation (GPHC), where he was examined and pronounced dead by Dr. Baksh.
No signs of violence were found on his body. According to the Officer-in-charge of Lusignan Prison, a medical assessment conducted upon Bhagwandin’s admission on August 8, 2022, indicated that he was not considered at risk of self-harm or suicide, with “no concerns for his welfare.”
An investigation is currently underway by the police and prison authorities. A postmortem examination is scheduled for next week to determine the cause of death.
Contact was made with Bhagwandin’s sister-in-law, who will inform other family members of his passing. The Officer-in-charge of Lusignan Prison, along with the Inmates’ Welfare Department, will provide support to the family during this time. The office of the Director of Prisons has also expressed condolences to Bhagwandin’s family.
