In a candid address to officers assembled for the opening of the Guyana Police Force Sergeants’ Conference, Hicken emphasized the seriousness of the issue, describing corruption as a “two-way act” that requires immediate attention and action.

“Sergeants… if you become corrupt, it is because there is a giver and you are the receiver,” he declared, underscoring the responsibility of officers to refuse bribes and take decisive steps against those seeking to undermine law and order. He made a stark warning: “As of today, stop receiving bribes, and those who attempt to bribe the Police must face charges. I am making myself very clear, or else other things will happen.”

Hicken highlighted the pivotal role that Sergeants play in maintaining standards within their stations and units across the country. He reminded them that public trust is heavily influenced by their conduct and professionalism.

“Sergeants, you are ambassadors of the Guyana Police Force… You are the front-line leaders of this noble organisation. You set the tone at stations, on patrol, in traffic enforcement, during investigations, and community engagement,” he stated, urging them to uphold the integrity of the Force.

Discussing ongoing structural reforms within the Police Force, Hicken noted that the success of these measures hinges on discipline and accountability enforced at the supervisory level. “Reforms provide the framework, but it is your discipline and supervision that ensure operational efficiency,” he affirmed.

Hicken’s remarks signal a renewed commitment by the Guyana Police Force to address internal misconduct and restore public confidence in law enforcement, particularly in light of longstanding concerns regarding bribery and accountability within the system. The Commissioner’s strong stance aims to foster a culture of integrity and trust throughout the organization.
