The third day of the 2026 Budget Debate brought focus to the digital transformation of public services, with Minister of Public Service, Government Efficiency and Implementation, Zulfikar Ally, outlining significant advancements in this area.

During his speech, Ally announced that thousands of Guyanese have registered for the new electronic identification (e-ID) system, an initiative aimed at streamlining access to improved public services and enhancing public security. “Over 6,000 persons already enrolled in 2025 for the e-ID, and tens of thousands will have e-ID cards by the end of this year,” he stated.
The e-ID, which features distinct cards for both citizens and resident non-citizens, incorporates biometric verification and serves as a single identifier to facilitate interactions across all government agencies.
Minister Ally emphasized the importance of various digital tools already implemented, including the e-Gate system at the Cheddi Jagan International Airport and the e-litigation system in the Courts, which are making local service delivery much more efficient.
The government plans to launch a comprehensive rollout of digital initiatives aimed at creating a fully responsive, citizen-centered public service experience. Among these key projects are:
- GovConnect App: Allows online appointment scheduling, queue management, and real-time service feedback.
- Citizen Connect App: Enables residents to submit complaints and track responses to ensure accountability.
- AskGov: A 24/7 AI assistant designed to guide users through various government transactions.
According to Ally, these advancements will not only expedite services but also lead to “real benefits” for citizens, highlighting the government’s commitment to enhancing public service delivery through innovative technology.
