Commissioner of Police, Dr. Clifton Anthony Hicken, has made history by becoming the first head of the Guyana Police Force to receive an honorary doctorate.

During a convocation ceremony held Saturday at the Crowne Plaza San Francisco Airport, the International American University conferred upon Commissioner Hicken a Doctor of Philosophy in Human Rights and Social Justice, Honoris Causa. The award was presented by the university’s School of Business in Los Angeles, California.

In addition to the doctorate, Commissioner Hicken was honored at the Global Excellence Summit 2026 in recognition of his contributions to public service and community development. This milestone highlights his career-long focus on institutional advancement, human rights advocacy, and police leadership.

The selection of a doctorate in Human Rights and Social Justice is viewed as particularly significant for his role, aligning with the Force’s ongoing efforts to strengthen community relations, protect vulnerable populations, and foster public trust in law enforcement.

Commissioner Hicken’s career has been marked by a blend of practical law enforcement experience and academic rigor. His educational credentials include:

Master of Business Administration: Specializing in Human Resource Management, awarded by the University of Bedfordshire.

University Diplomas: Two diplomas from the University of Guyana in Public Management and related fields.

His professional development extends across various global institutions, including training programs at the University of the West Indies (Cave Hill School of Business) and the San Salvador Law Enforcement Academy. His expertise spans a diverse range of operational areas, such as tactical operations, emergency response, domestic violence prevention, and organizational development.
