Vishal Lutch, a 25-year-old Guyanese man of Indian descent residing at Lot 52 Sideline Dam, Guava Bush, Corentyne, was arrested on March 29, 2026 by Lance Corporal 25562 Williamson.
Lutch was subsequently charged on March 30, 2026 by the same rank of the Beterverwagting Police Station with the following offences, committed on Sunday, March 29, 2026:
Dangerous Driving contrary to Section 36(1) of the Motor Vehicles and Road Traffic Act, Chapter 51:02.
Damage to Property contrary to Section 61 of the Summary Jurisdiction (Offences) Act, Chapter 8:02, as amended by the Administration of Justice Act No. 2 of 2009.
Refusal to Provide a Breath Sample contrary to Section 39(e)(5)(a) of the Motor Vehicles and Road Traffic Act, Chapter 51:02, as amended by the Motor Vehicles and Road Traffic (Amendment) Act No. 10 of 2008.
On March 30, 2026, the defendant appeared at the Sparendaam Magistrate’s Court #1 before Senior Magistrate C. Nurse, where the charges were read to him. He pleaded guilty to all three offences.
He was fined as follows:
Dangerous Driving: $50,000
Damage to Property: $50,000
Refusal to Provide a Breath Sample: $30,000
Total fine: $130,000.
In addition, Lutch’s driver’s licence was suspended for six (6) months.
