VPAC Urges Opposition to Bring Meaningful Reforms on GECOM, Mining Industry, and Luxury-Vehicle Taxes

The Vigilant Political Action Committee (VPAC) is calling on the parliamentary opposition to present a unified package of comprehensive reforms aimed at promoting transparency, fairness, and restoring opportunities for ordinary Guyanese. As part of the Forward Guyana Movement coalition, VPAC emphasizes that while it cannot directly table motions or bills, it is publicly inviting the opposition—starting with Member of Parliament Amanza Walton-Desir, the coalition’s current parliamentary representative—to take action on these critical motions and legislative amendments before the National Assembly. If she chooses not to act, VPAC encourages the broader opposition to step forward in the national interest.

The proposed reforms address three key areas:

Luxury-Vehicle Tax and Concessions: Current loopholes in the luxury-vehicle tax system favor a well-connected elite, resulting in significant losses for the State. The reforms aim to introduce a transparent luxury-vehicle tax, ban nominee imports, require public disclosure of beneficial ownership, and ensure that every Guyanese has a fair chance to own a luxury vehicle—while allowing the State to generate revenue.

Mining Access for Guyanese Miners: Small and alluvial miners have long been excluded from accessing mining lands, while foreign operators benefit from prime lands and generous tax breaks. The proposed reform seeks to prioritize access for local miners, protect local livelihoods, and eliminate outdated tax giveaways that disadvantage Guyanese citizens in favor of foreign entities.

Restructuring GECOM: To address issues of accountability and transparency, the proposal aims to restructure the Guyana Elections Commission (GECOM), creating a more balanced system that serves the nation rather than political interests.

These measures are fully drafted and ready to be tabled, aiming to promote unity, fairness, and national development. VPAC remains committed to collaboration and strengthening the opposition through truth and accountability. This initiative transcends blame or competition; it focuses on ensuring that Parliament addresses the most pressing issues for the Guyanese people.
