Guyana Joins International Consortium for Court Excellence

Acting Chancellor of the Judiciary, Justice Roxane George, has announced Guyana’s acceptance into the International Consortium for Court Excellence (ICCE), a move that underscores the Judiciary’s dedication to accountability, transparency, and ongoing improvement.

The ICCE is an international network of courts and organizations committed to enhancing judicial administration through the International Framework for Court Excellence (IFCE). This framework is a globally recognized quality management system aimed at helping courts achieve continuous improvement.

In a statement from the Supreme Court, the Chancellor highlighted that the pursuit of excellence is an ongoing responsibility that requires consistent effort and collaboration among all judicial officers and staff.

“As one of the three constitutional arms of the State, the Judiciary plays a critical role in upholding the rule of law, strengthening public trust, and providing the legal certainty necessary for good governance, investment, and national development,” stated the Supreme Court. The acceptance into the ICCE further reinforces the Judiciary’s commitment to meeting internationally recognized standards of court excellence, particularly as Guyana navigates an evolving social and economic landscape.

This achievement marks a significant milestone in the Judiciary’s efforts to strengthen governance and institutional performance while enhancing the delivery of justice.

The acceptance process was comprehensive, beginning in December 2024 with preparations for a Judiciary-wide self-assessment under the IFCE. From July 22 to August 11, 2025, judicial officers and staff participated in structured surveys designed to evaluate institutional performance against international standards. The results indicated a fundamentally sound judiciary capable of achieving consistent excellence.

Following the survey analysis, the Judiciary identified several areas requiring focused attention and has categorized these for implementation in the short, medium, and long term. These efforts align with the Judiciary’s Strategic Plan for 2024 – 2031, ensuring coherence, sustainability, and measurable progress under the IFCE.

The Supreme Court of Judicature, which includes the Court of Appeal, the High Court, and the Magistrates’ Courts, remains committed to enhancing leadership capacity and human resources, advancing innovation through technology, improving infrastructure, and delivering high-quality services to ensure trust and access to justice across Guyana.

With this milestone, Guyana joins the Caribbean Court of Justice, the Supreme Federal Court of Brazil, and the Judiciary of Jamaica as regional members of the ICCE.
