GECOM Warns That Persons with Dual Citizenship Cannot Be Elected to National Assembly

The Guyana Elections Commission (GECOM) has issued a strong reminder ahead of the September 1, 2025 General and Regional Elections: individuals holding dual citizenship are not eligible to be elected as Members of the National Assembly.

In its press release, GECOM emphasized the constitutional requirements for candidacy, noting that to be a member of the National Assembly, a person must be a Guyanese citizen, at least 18 years old, registered as an elector, and able to speak and read English sufficiently to engage in parliamentary proceedings.

Citing Article 155(1)(a) of the Constitution, the Commission reiterated that “no person shall be qualified for election as a member of the National Assembly who is, by virtue of his or her own act, under any acknowledgment of allegiance, obedience or adherence to a foreign power or state.”

This clause was included in the Constitution to address longstanding concerns about dual citizens holding parliamentary positions. As a result, the appearance of a dual citizen’s name on any List of Candidates will render that list defective, GECOM warned.

The Commission also highlighted Article 155(1)(d), which prohibits candidates from being employed in or holding offices such as Judge of the Supreme Court, Member of the Elections Commission, or Auditor General, among others.

GECOM is urging all political parties and candidates to exercise caution when compiling their Lists of Candidates, to avoid disqualification or the rejection of their submissions.
