Minister of Governance Discusses Men on Mission Programme and Societal Change

Minister of Governance Gail Teixeira addressed the Parliamentary Committee of Supply today, emphasizing the importance of time in changing societal norms and behaviors, particularly regarding violence in Guyana. This statement accompanied the justification for the allocation of over $900 million to the Men on Mission Programme.

As budget estimates were considered, Opposition Member of Parliament Ganesh Mahipaul pressed Minister Teixeira for “measurable data” on the programme’s societal impact, specifically its effect on men. He highlighted that the initiative aims to improve men’s behavior, enhance their roles as fathers and partners, and address issues of gender-based and domestic violence.

In her response, Minister Teixeira acknowledged that cultural transformation does not occur overnight. She stated, “It takes a long time to change people’s culture and habits. The culture of abuse, and the acceptance and tolerance of domestic violence, requires significant time and effort to alter.” She underscored that the programme focuses on changing men’s attitudes toward women and children and fostering their roles as positive agents of change within their communities.

The Minister noted that the initiative has included workshops and community programs aimed at confronting the challenges faced by men. She also mentioned efforts to support vulnerable populations, including women and children, through housing initiatives.

“They are also focused on dealing with the very poor, providing housing for them. It takes time, but I believe that the government’s efforts, particularly through the Ministry of Human Services and the Office of the President with Men on Mission, are contributing to a gradual reduction in the tolerance of violence that previously existed,” Minister Teixeira remarked.

She concluded by acknowledging that while domestic violence remains a concern, societal tolerance is decreasing, as reflected in media coverage and judicial responses to such cases.
