The Ministry of Housing and Water, through the Central Housing and Planning Authority (CHPA), has issued a statement responding to recent claims circulating on social media regarding the new housing development at Little and Great Diamond, East Bank Demerara. The Ministry aims to clarify the situation with the following facts.

All Allottees Are Guyanese
The Ministry asserts that all allottees within the Diamond Housing Scheme are legally recognized as Guyanese. Contrary to rumors, no house lots or turnkey units have been allocated to non-Guyanese individuals. This policy ensures that land allocation is strictly reserved for citizens in accordance with Guyanese law.
The allottees consist of former squatters who previously occupied the river dam in communities such as Herstelling, Covent Garden, and Friendship. They were relocated from a zero-tolerance zone through a governmental initiative aimed at addressing river dam squatting. Of the 291 identified squatter households, 228 families have successfully been allocated house lots or government-constructed homes.
While 37 Venezuelans were found squatting in the area, they have been deemed ineligible under the housing program, which serves only Guyanese citizens.
Quality and Cost of Turnkey Homes
The Ministry also clarified that all homes constructed are government-approved turnkey houses, adhering to strict quality and design standards. These homes were offered at a cost of $5.2 million, contrary to claims of a $7 million price tag. The wooden structures seen in some areas were built by the relocated squatters themselves, and the Ministry was not involved in their design or construction.
Infrastructure Upgrades Underway
The Ministry announced that first-phase infrastructure works in the housing scheme have been completed, making the area accessible. Upgrades are set to commence soon, with tenders opened on May 12, 2025, for infrastructure enhancements valued at $780 million. The awarded contracts include the construction of reinforced concrete roads, drainage systems, and more. Work is scheduled to begin by June 15, 2025, with completion anticipated by July 31, 2025.
The Ministry of Housing and Water urges the public to avoid spreading sensational claims that only serve to mislead citizens and undermine national housing programs and development efforts.
